Abstract
In the Philippines, the program is implemented by Management Sciences for Health (MSH) and focuses on improving access to essential medical products and related services. The MTaPS Program in the Philippines is supporting the Department of Health (DOH) in advancing Human Immunodeficiency Virus (HIV) prevention and care. The program is collaborating with DOH bureaus, including the Disease Prevention and Control Bureau (DPCB) and the Health Facilities Development Bureau (HFDB), to strengthen infection prevention and control (IPC) practices in HIV care delivery sites. A baseline assessment and mentoring visit was conducted by MTaPS and Centers for Health Development (CHDs) from May 2022 to June 2022, which included 30 HIV outpatient care facilities. The assessment results showed that community-based organizations (CBOs) scored an average of 42.28%, while Social Hygiene Clinics (SHCs) scored 48.76%. Based on the assessment results, MTaPS supported the development of IPC Improvement Action Plans for each health facility. A webinar on IPC delivery was co-developed by MTaPS and HFDB, which was facilitated on June 17, 2022. The webinar aimed to help participants understand the effect of the pandemic on PLHIV, strengthen IPC practices in HIV care delivery sites, and reduce the risk of COVID-19 transmission among healthcare workers and PLHIVs. A total of 71 participants attended the webinar, with 59% being female and 37% being male. The feedback from the participants showed a positive response to the webinar, with 46% of the participants providing feedback using a Likert scale from 1 to 5. The IPC webinar was designed to help participants identify their top three IPC issues or concerns and formulate action plans to address these concerns. The resource persons from MTaPS and HFDB assisted the participants in formulating action plans to address their concerns. The webinar was a collaborative effort between MTaPS, HFDB, and DOH to strengthen IPC practices in HIV care delivery sites.
