Abstract
This is a step away from the traditional vertical management approach of the Department of Health (DOH), in which each health program has a separate supply chain system. The PSCMT is expected to contribute to the overall strategic goal of the DOH, which is to catalyze the transformation of city- and province-wide health systems. The PSCMT, in collaboration with the US Agency for International Development (USAID) Medicines, Technologies, and Pharmaceutical Services (MTaPS) program and other stakeholders, led the development of the National Strategic Plan (NSP) for Procurement and Supply Chain Management (PSCM). The goal of the NSP is to ensure continuous availability of quality-assured, affordable, essential health commodities at points of care through an integrated, effective, and sustainable PSCM system. To achieve this goal, a PSCM performance monitoring system (PMS) has to be in place. The DOH went through a strategic refresh in the last quarter of 2019, following developments in the implementation of the Universal Healthcare (UHC) Law and implications of the Supreme Court resolution on the allocation of the just share of local government units from national tax revenues. The DOH also implements the Civil Service Commission's (CSC) Performance Governance System (PGS) and Strategic Performance Management System (SPMS). These systems are adapted by the DOH through its Office of Strategic Management and translated by each unit as their Office Performance Commitment Report (OPCR) and Division Performance Commitment Report (DPCR). However, with the PSCMT being a relatively new entity within the country's primary health agency, there are gaps that need to be addressed to improve its capacity to deliver quality PSCM services and measure related service performance. These gaps provided an opportunity for the PSCMT to revisit the PMS for PSCM in anticipation of major reforms and changes expected in the next three years and align with the existing program expenditure to ensure availability of health commodities for all Filipinos. The MTaPS program supported the DOH to develop a PMS that aligns with the PGS, the UHC Act RA 11223 strategic refresh workshop, and the NSP for PSCM. The PMS is designed to measure the performance of the PSCMT and ensure the continuous availability of quality-assured, affordable, essential health commodities at points of care. The PMS will also help to identify areas for improvement and provide recommendations for the PSCMT to enhance its capacity to deliver quality PSCM services. The PMS is built on a phased approach, leveraging existing mechanisms such as the CSC, PGS, and OPCR, as adapted by the DOH. This approach aims to revamp the PSCM PMS without proposing drastic and disruptive performance measures and commitments. The PMS will be implemented in phases, with the first phase focusing on the development of the PMS framework and the second phase focusing on the implementation of the PMS. The PMS will include a set of performance indicators and metrics that will be used to measure the performance of the PSCMT. The indicators will be aligned with the NSP for PSCM and the PGS, and will focus on key areas such as procurement, supply chain management, and logistics. The PMS will also include a reporting and decision-making framework that will be used to track progress and make informed decisions. The implementation of the PMS will require the involvement of all stakeholders, including the PSCMT, the DOH, and other partners. The PMS will be used to support the development of individual performance objectives of the staff of the PSCMT and to measure progress in relation to the reforms brought about by the implementation of the supply chain strategic plan.
