Project to promote adoption of energy efficient technologies (EET"s) in the Philippines.

Abstract
The project, to be implemented by the Bureau of Energy Utilization (BEU) and private sector entities, will demonstrate EET"s and undertake a related program of studies, seminars, workshops, and TA. Proven EET"s not currently used in the Philippines will be demonstrated in cooperation with industrial and commercial firms in order to show the technical feasibility and the economic and institutional viability of the technologies and to encourage investment in them. The EET"s, which will be selected on the basis of their potential for extended use in the Phillipines, attractive paybacks, and low technical risks, initially include: combustion monitoring and control systems; flue gas heat recovery systems; the use of insulation for industrial purposes and for roofing; power factor control systems; steam distribution system maintenance procedures; outside air temperature compensation for chillers; and energy management systems for buildings. The project will also introduce proven vehicles such as joint ventures and shared savings plans for financing EET"s and will provide consulting services (on request) to Philippine energy users, vendors, and service firms in applying a particular technology. Participating commercial energy users will contribute a third of the $3.9 million allocated to this project component. In addition, short-term consultants will conduct seminars and studies to support energy conservation and related institution-building efforts of the BEU, the Energy Management Association of the Phillipines (ENMAP), the Philippine Chamber of Commerce and Industry, and other business or manufacturing groups. Examples of potential activities include studies of energy intensities of select enterprises, technical processes, and energy-related policy issues; seminars on specific topics such as energy consumption in buildings and waste heat recovery; publication of technical manuals; and dissemination of the technical and economic results of the EET demonstrations. Training programs of BEU and ENMAP will be refocused to address system-, process-, and industry-specific problems of energy conservation.
