Abstract
Effective 9/85, the project was completely revised and will now upgrade and prevent the spread of an informal (clandestine) housing settlement in Tetouan and develop a model comprehensive approach to urban development and low-cost shelter finance. (See Project 6080156 for description of the original project.) The Community Infrastructure Fund (FEC), a subsidiary of the Deposit and Investment Management Trust, will manage the revised project financially, thus increasing its involvement with the private sector. Technical management will be provided by the National Upgrading Agency (ANHI). Two adjacent Tetouan settlements, Dersa and Samsa I (D/S), containing a total of 54,000 residents and 9,500 households, will be upgraded through HG-financed construction of primary roads, storm water, and sewerage systems, a water supply and electricity network, and provision of legal tenure for all homeowners. Utility user fees, real estate taxes, and other assessments will help to recover project costs. Under a sites and services component, HG funds will be used to improve an adjacent 130-ha zone known as Samsa II, which will be provided with primary, secondary, and tertiary infrastructure and subdivided into low and middle income plots, including 4,000 low income housing type lots, as well as commercial and apartment building sites. Land for villas, apartments, and commercial facilities will be sold at near market price to help defray the costs of the project"s upgrading component. Under the Zone d"Amenagement Concerte component, current land owners will pay investment costs for primary infrastructure to be installed in 70 ha of privately owned and partially developed land in southern Samsa I and the adjoining Khandaq Zarbouh neighborhood. HG funds will also finance up to 25% of the cost of 2 primary sewage/storm water collectors and a sewage treatment plant in Tetouan, and will also be used to purchase municipal service equipment for project sites. Grant-funded TA and local training will help ANHI and the Municipality of Tetouan improve service delivery, register land for project beneficiaries, increase revenue collection rates, and improve overall financial management.
