Abstract
The sector is in its early stages of development, with approximately 3,000 people employed. Foreign investors have focused on exports, while local entrepreneurs have primarily pursued opportunities in the domestic and regional markets. The sector is highly fragmented, with most companies being family-owned and operated. A typical small apparel company is managed by a husband and wife and employs a few workers. Operations often start because someone from the family has acquired skills in sewing or cutting in the past. Women are increasingly taking on lead roles in the apparel business, assuming positions such as lead designers or production managers. Regional product specialization is a notable characteristic of the Kosovo apparel industry. The area of Peje-Giakova-Prizren is specialized in the production of casual products, including jeans, t-shirts, and uniforms. Gjilan is specialized in the production of wedding dresses, which require hand-made operations. The South Region of Suha Reka-Prizren is a hub for shoe production, while Pristina is a center of trade and home to several designers and academic organizations. The companies in the Peje-Giakova-Prizren area follow a "connections economy" approach, producing multiple products to meet local market demands. However, this approach does not create a competitive advantage and limits organic growth opportunities. To compete with companies from other regions, Kosovo apparel companies need to improve their quality and productivity, particularly in areas such as workwear/uniforms and light separates. The sector faces challenges in terms of cooperation among companies, with little joint trade show attendance and sharing of sales agents. The Kosovo Apparel Marketing Association (KAMA) has the potential to improve cooperation and competitiveness, driving exports and job creation. Support is most valuable in areas such as market connections, expansion finance, process certification, productivity/quality consulting, and marketing/promotion. With targeted support, the Kosovo apparel sector is estimated to add over 3,000 new jobs over the coming 5 years. The sector has a substantial market opportunity to join the Euro-Mediterranean apparel production outsourcing zone for European labels, as its neighbors Albania and Macedonia have done. Kosovo producers are already able to compete with imports on the domestic market and build successful brands, with several companies looking to export and enter regional and EU markets. The sector's growth potential is hindered by the lack of specialization among companies, which leads to wasteful duplication of tools and limited capacity utilization. Most value in the apparel sector is added at the planning and retail ends, associated with key functions such as branding, designing, and marketing. Kosovo producers add various degrees of value, depending on the product, with some companies offering CMT services at a higher value than other local retail operators.
