Abstract
This methodology is a continuation of close coordination between ECP and NADRA for Women’s National Identity Card (NIC) and Voter Registration Campaign (Phase-III). The ECP will share the list of TDEA’s partners with NADRA for smooth facilitation of first-time women registrants in the field. The ECP directed NADRA to continue the same methodology adopted during the first two phases of the campaign during the third phase as well. TDEA-CVP partner organizations continued listing unregistered women in targeted communities of Abbottabad, Bajaur, Battagram, Haripur, Khyber, Lakki Marwat, Shangla, and Swabi. Eligible-age unregistered women were approached through door-to-door visits and community meetings with the assistance of local community. A total of 1,867 unregistered women were listed during the reporting week, with 1,619 identified through community meetings and 248 through door-to-door visits. Additionally, 1,535 women were facilitated for acquisition of NICs in Abbottabad, Bajaur, Battagram, Buner, Haripur, Khyber, Lakki Marwat, Shangla, and Swabi districts. TDEA-CVP partner organizations conducted a series of meetings with community members and other key stakeholders, including religious leaders, local government representatives, district administration officials, elders, political parties, and political activists. A total of seven such meetings were conducted during the reporting period in Abbottabad, Bajaur, and Buner districts. These meetings helped partner organizations to sensitize the local community about the importance of women NIC and subsequent registration of vote. In Bajaur, the partner organization discussed the issue of under-registration of women with the provincial minister, who committed to provide maximum support for the national cause. TDEA-CVP partner organizations conducted post-election interviews with District Returning Officers (DROs), Returning Officers (ROs), District Election Commissioners (DECs), and election agents in Peshawar, Bajaur, Khyber, Kurram, Mohmand, Orakzai, North Waziristan, and South Waziristan. A total of 137 interviews were conducted to gather information about the overall election environment, election-day processes, including security arrangements, trust of voters, and the role of independent citizen observers. TDEA-CVP also shared five FAFEN Election Media Updates with key election stakeholders via email to update them on important electoral and political developments in Pakistan.
