Abstract
The program is achieving this through three components: Transition Activities, Capacity Building Activities, and Communications Activities. Transition Activities focus on engaging post-eradication communities, securing their commitment to remain free of coca, and coordinating activities to facilitate their transition to licit lifestyles. This component has seen substantial success, with NAP signing agreements with 26 communities and establishing no-replanting agreements with 2,292 households in Monzon, Huipos, Supte, and Durand. The program has also implemented cacao and coffee crops, training 472 participants in 35 sessions on an agro-forest approach to enrich the soil of cacao and coffee plots. Capacity Building Activities involve strengthening the capacity of public and private stakeholders to carry out activities that contribute to the success of post-eradication activities. NAP has provided technical assistance to DEVIDA, supporting the development of an Associativity Plan and Environmental Mitigation Guidelines. These tools will help systematize the state's approach to post-eradication activities and strengthen DEVIDA's planning and field implementation. Communications Activities encompass strategic support and operational activities that facilitate the success of transition activities, promote program objectives, and support commercialization of licit production from post-eradication areas. This quarter, the communications team reviewed the success of 2013 tactics with DEVIDA and USAID, using lessons learned to inform the elaboration of the DEVIDA communications strategy for 2014. NAP has also leveraged additional funding directly for Transition areas, working with local governments to provide technical assistance in elaborating proposals for cacao and coffee production activities. The program has also supported DEVIDA in engaging a 'Credit Group' to promote the use of a government text offset program to fund activities in post-eradication areas. The program has achieved significant results, including the implementation of cacao and coffee crops, the training of 472 participants, and the establishment of no-replanting agreements with 2,292 households. NAP has also strengthened DEVIDA's capacity through technical assistance and supported the development of an integrated monitoring database to share data from operators. In terms of implementation, NAP has focused on establishing the credibility and efficiency of activity implementation in support of agreements with communities and families. The program has also continued to support DEVIDA in negotiating and signing new agreements with additional communities and families. The program has also made significant progress in promoting licit lifestyles, with the implementation of cacao and coffee crops and the training of 472 participants. NAP has also supported DEVIDA in producing seven Social and Inclusion Fairs to demonstrate positive government presence in post-eradication areas through the delivery of priority public services and the facilitation of ID applications. Overall, the New Alternatives Program has made significant progress in transitioning communities in post-eradication areas from coca dependency to licit livelihoods. The program has achieved substantial results in implementing cacao and coffee crops, training participants, and establishing no-replanting agreements with households.
