Abstract
The TCA Year 2 Work Plan outlines the activities and deliverables for the second year of the Activity, which will focus on providing on-demand assessment, analysis, and diagnostic support to the TRR office, building on technical analyses and research conducted in Year 1. The program will also provide on-demand and rapid STTA services to Missions, Bureaus, and Independent Offices (MBIOs), enhance the availability and visibility of TRR tools and resources available to Missions and other bureaus, generate learning, and facilitate stakeholder engagement in new topic areas. Component 1: Technical Analysis, Assessments, and Diagnostics will provide on-demand assessment, analysis, and diagnostic support to the TRR office, building on technical analyses and research conducted in Year 1. The program will conduct a series of field-based case studies in select USAID-supported countries to analyze and determine best practices in the communications between customs agencies and revenue authorities, and how revenue at the border is captured. The project will work with TRR to prioritize several countries through consultation with USAID's Regional Bureaus, and develop up to three different case study SOWs/plans that are tailored to the needs of the Mission and/or USAID program. The program will also conduct a DRM Workshop & Coordination with USAID/EP, exploring other opportunities to expand upon its DRM and customs work to-date. Specifically, TCA will work with TRR's COR and ACOR to expand upon research and thought leadership initiated in Year 1, including field-based case studies on the link between customs and domestic resource mobilization, and theories of change in SME development. The TCA will collaborate closely with TRR's COR and ACOR to define new or continuing analytical tasks that will lead to evidence-based insights. The Chief of Party (COP), Ms. Kristin Beyard, will work closely with TRR, relevant MBIOs, and other stakeholders to define new or continuing analytical tasks that will lead to evidence-based insights. The program will also leverage a range of new diagnostic tools, particularly in the competitiveness space, including Resonance's partnership, private sector engagement, and co-creation frameworks. The TCA will complete the following tasks in Year 2 (FY2019) of the project: * Task 1.1: Domestic Resource Mobilization (DRM) Field-Based Case Studies & Pilots * Task 1.2: DRM Workshop & Coordination with USAID/EP The program will work closely with TRR, relevant MBIOs, and other stakeholders to define new or continuing analytical tasks that will lead to evidence-based insights. The TCA will also leverage a range of new diagnostic tools, particularly in the competitiveness space, to support the development of evidence-based analyses, assessments, and diagnostics that provide practical insights and recommendations. The TCA will remain flexible and responsive to USAID E3/TRR, mobilizing a team of trade and competitiveness experts while maintaining open and frequent communication to ensure mutual clarity as to expectations and desired outcomes for each of the TCA tasks. The program will also provide on-demand and rapid STTA services to MBIOs, enhance the availability and visibility of TRR tools and resources available to Missions and other bureaus, generate learning, and facilitate stakeholder engagement in new topic areas.
