Abstract
The EPD and the Institute for Energy Research at the Averell Harriman College for Urban and Policy Sciences will implement the project. Initial efforts will involve course development and participant selection. Class schedules, teaching methods, and subject matter will be determined. The course format will be divided as follows: energy policy issues and objectives covering energy management, planning, and implementation; the structure of energy use in LDC"s covering production, distribution, and consumption; analytical techniques used in energy management and assessment including systems analysis; energy sources technologies such as extraction methods and conservation; national issues including infrastructure requirements; and international issues including cooperation. Twenty LDC participants will be selected for training on the basis of the needs and interests of their country; their technical background; and their potential for applying their expertise. The course presentation will include formal training through lectures, seminars, discussions, and case studies. In addition, internship projects will be set up to provide participants and working in teams with experience in handling problem situations. These teams will prepare a final report concerning their internship project. The course will be evaluated. Questionnaires will be sent to the participants and their supervisors to evaluate the project and to identify continuing needs for technical information, data, and technology assessment. The questionnaires will also determine such information as what analytical activities have taken place in the country as a result of the training experience. A final report will be drafted to include a summary of project meetings and activities, the ability of the project to achieve its objectives, and recommendations. After evaluations and modifications, the course will be used in subsequent projects.
