Grant funds will be appropriated to A.I.D."s Office of Energy (DS/EY) to provide Third World, energy-poor nations with the trained personnel necessary to explore and exploit domestic conventional energy resources.

Abstract
An outside contractor will implement the project under DS/EY supervision. Training provided under the project will be of three types: (1) M.S. degree training; (2) M.S.-level non-degree, in-service training; and (3) industry and government fellowships/internships. M.S. degree training at U.S. institutions will be provided to 115 participants, who are to specialize in such energy-related areas as thermodynamics, combustion, and hydropower. This training will most likely go to B.S. graduates under the age of 30. In-service, non-degree academic training at the M.S. level will consist of 12-month fellowships for 230 mid-career middle level managers who will upgrade their skills at major U.S. universities/laboratories with oil, gas, and coal programs. Other project training will include 12-month internships with U.S. businesses, federal agencies, non-profit government contractors, national laboratories, and academic institutions. These internships will be provided to 165 participants, including those obtaining M.S. degrees or in-service training. Private sector internships will be difficult, but not impossible, to locate due to the nature of profit-making organizations. A.I.D. Missions will ascertain host government priority energy development and training areas to produce a final list of project training criteria, e.g., a given nation"s potential energy sources, level of dependence on energy imports, and willingness to make full use project trainees. Potential project trainees will be identified according to priority areas, reviewed by the host government, and nominated by the host government. A.I.D. missions will then forward participant applications with appropriate information and recommendations. The contractor"s selection committee will determine which project training component is most appropriate to each candidate. Special effort will be given to recruiting qualified women candidates.
