The World Association of Industrial and Technological Research Organizations (WAITRO) will be contracted to oversee the development of training courses to improve the management of industrial research institutes in developing countries.

Abstract
WAITRO and A.I.D. will jointly select a U.S. industrial research institute to act as intermediary and carry out the project. As a first step following its selection, the U.S. intermediary will consult with UNIDO (United Nations Industrial Development Organization), the National Academy of Sciences, A.I.D., and other development agencies regarding industrial research management training. Advice will also be sought from A.I.D. missions, private companies and research institutes, and host-governments. The U.S. intermediary will then visit industrial institutes in Latin America, East Asia, and the Near East, and will select one institute from each of these regions to host management training seminars. With the assistance of senior personnel from the host-institutions, references and case studies will be prepared on management problems faced by industrial research institutes in that region. Following these preliminaries, two week-long seminars will be held at the three selected institutes. To the extent practicable, instructors will be drawn from the LDC regions. Classes will be limited to 25 persons per class. Approximately 50 to 100 LDC industrial research personnel will be trained. Instructors will make follow-up visits to each institute shortly after the conclusion of the seminars, and again six to nine months later. U.S. project personnel will provide assistance throughout the following year in an effort to institutionalize management training at the three institutes, and to expand their programs to include participants from neighboring countries. In addition, A.I.D. will provide a grant of $50,000 to each institute to continue the training programs. Local matching contributions are expected.
