USAID. BUR. FOR PRIVATE ENTERPRISE. OFC. OF HOUSING AND URBAN PROGRAMS
A.I.D."s Office of Housing and Urban Programs (OHUP) has long recognized the importance of training as a support to capital and technical development assistance.
1986

Abstract
OHUP has sponsored training activities in shelter and urban development since the early 1970"s, and has recently increased its emphasis on training. OHUP training both addresses staff shortages and facilitates the transition which is taking place in development to decentralized planning, greater private sector involvement, and a focus on institutional efficiencies in the urban sector. This paper outlines OHUP"s training policy and specifies its three main target groups: policy-level officials; shelter and urban development institutions; and training institutions. Critical subject areas and the types of programs available are discussed with respect to each group. Other aspects of implementing training programs - related support activities, the role of participant training, collaboration with international agencies, funding options, and program administration - are briefly addressed.
