Abstract
The program's overarching goal is to develop a cadre of leaders to drive significant change in Kosovo's priority economic, political, and social areas. To accomplish this, TLP-SP focuses on three key activities: the creation of an Advisory Committee, the placement and monitoring of scholarship participants, and the creation of university partnerships and exchanges. The Advisory Committee is organized through the General Assembly and subcommittees, which meet throughout the year to produce policy papers and recommendations on specific issues pertaining to higher education and higher education institutions in Kosovo. During the reporting period, the Inclusion Subcommittee finalized its paper on "Improving Inclusion for Persons with Disabilities at the University of Prishtina," proposing several recommendations for the University of Prishtina and Kosovo's Ministry of Education, Science and Technology. The Data Subcommittee guided a local IT firm to design the University of Prishtina's first-ever, university-wide data management system, which will facilitate better, data-driven decision making. The Scholarships activity falls under the program's second objective, which is to develop the capacity of Kosovars to bring about transformational change through opportunities for advanced education, leadership development, and technical assistance. Since launch, the program has awarded 185 scholarships for master's programs and 102 scholarships for professional certificate programs in the United States. These scholarships were awarded to competitively selected Kosovars in ten priority areas, including business, education, rule of law, and computer science. The program strongly supported women, candidates from underserved communities, and ethnic minorities during the selection process. This quarter, 33 master's students completed their programs and returned to Kosovo, bringing the total number of graduated students to 177 (96%). The remaining eight students will continue their programs either in the United States or online for the upcoming reporting periods. The program surveyed the 33 Kosovars who graduated this quarter to collect information on their satisfaction with their programs and with the World Learning experience. Of the program's 102 awarded professional certificate scholarships, seven completed their programs this quarter, bringing the total number of graduated students to 93 (91%). The University Partnerships activity falls under the program's third and final objective, which is to improve university management and pedagogy in selected faculties of the University of Prishtina and/or other universities through partnerships and exchanges with US universities. During the reporting period, the University of Prishtina's Faculty of Education hosted its 3rd Annual Scientific Summer Symposium, showcasing the advanced research happening at the University of Prishtina. The Center for Renewable Energy and Sustainability launched the University of Prishtina's first-ever interdisciplinary certificate program in sustainable energy. The Center for Teaching Excellence is self-sustaining with its own university-allocated budget and newly minted trainers. The program has made significant progress in its activities, with 33 master's students completing their programs and returning to Kosovo, and seven professional certificate students completing their programs. The program has also established partnerships with US universities and has made significant progress in its university partnerships and exchanges.
