Project to support South Africa"s transition from apartheid to a democratic government by strengthening (1) USAID/South Africa"s programming capacities and (2) the policymaking capacities of South African nongovernmental organizations.

Abstract
The project will be implemented by USAID/SA"s Program Office and will comprise two components: program development and support (PD&S); and policy analysis and dialogue. The PD&S component will finance a broad range of typical PD&S activities more directly related to the Mission program than to South Africa-specific objectives, e.g., project design and development, feasibility studies, financial reviews, evaluations, audits, etc. The second component will focus on policy analysis and dialogue related to South Africa"s transition to a post-apartheid society based on a free market economy. Specific activities will likely fall into three main areas: (1) policy studies and sector assessments, and limited institutional support and short-term TA for South African NGOs involved in policy research; (2) observational and study tours to the United States and third countries for individuals or groups to observe lessons learned in the areas of economic policy dialogue and governance, with a focus on helping South Africans overcome their long-standing isolation from the experiences of other developing countries; (3) special purpose activities to promote policy dialogue including seminars, conferences, workshops, and occasionally small, innovative pilot activities (to test new areas or alternative programming approaches) that cannot be funded under sector-specific projects.
