Abstract
The project's primary objective is to enhance the country's energy security, promote economic growth, and reduce greenhouse gas emissions. The project's scope encompasses the development of hydropower, renewable energy, and energy efficiency, as well as the promotion of cross-border electricity trade with neighboring countries. The project's work plan for Year 1, spanning from August 12, 2020, to September 30, 2021, focuses on four key objectives. The first objective aims to improve utility performance and relevant sector policies. This involves providing technical assistance to the National Electricity Authority (NEA) and the Ministry of Energy, Water Resources and Irrigation (MoEWRI) to enhance their capacity in areas such as energy planning, transmission and distribution, and customer service. The second objective targets the deployment of advanced energy systems, including the development of a smart grid and the integration of renewable energy sources into the national grid. This involves the installation of phasor measurement units (PMU) and the development of an energy management system. The project also aims to promote energy efficiency through the implementation of energy-efficient technologies and practices. The third objective focuses on increasing private sector engagement in the energy sector. This involves the development of a framework for private sector participation in the energy sector, as well as the provision of technical assistance to private sector companies to enhance their capacity in areas such as project development and financing. The fourth objective aims to advance cross-border electricity trade between Nepal and its neighbors. This involves the development of a cross-border electricity trade framework, as well as the provision of technical assistance to the NEA and other stakeholders to enhance their capacity in areas such as trade policy and regulatory frameworks. The project's budget for Year 1 is approximately $X, with a breakdown of costs for personnel, travel, and other expenses. The project calendar outlines key milestones and deadlines for the completion of various activities. The project organization structure includes a team of international and national experts, as well as a number of local counterparts who will be supported by the project. The project's sustainability plan and exit strategy are outlined in a separate section, which includes a description of the project's approach to sustainability and the steps that will be taken to ensure the project's legacy beyond the project's lifespan. The plan also includes a description of the project's exit strategy, which involves the transfer of project responsibilities to the Government of Nepal and other stakeholders. The project's monitoring, evaluation, and learning (MEL) matrix is outlined in Appendix A, which includes a description of the project's MEL framework, as well as the indicators and targets that will be used to measure the project's progress.
