All targets were met. The training of the targeted 100 volunteers and the provision of a vehicle, computer, tape recorder, and a photocopier enabled the Cell to complete the planned 25 investigations on human rights violations. The evaluation notes that the project's files are not well-organized and that most do not deal with this project, but instead involve broader democracy topics. It is possible that documents belonging to this project have been misfiled or that they are missing.
