Abstract
The activity is funded by USAID/Cambodia and aims to improve early grade reading skills of children in Cambodia. The project is designed to complement the Ministry of Education, Youth and Sport's (MoEYS) activities planned under a grant from the Global Partnership for Education (GPE). The MoEYS, with support from other partners, will develop the mathematics component of the early grade learning (EGL) program, while the project will support the development and piloting of the Khmer language component of the national EGL program. The project's goal is to increase learning outcomes in the early grades, and it draws from two funding sources: the All Children Learning award and the All Children Reading-Asia contract managed by RTI International. The project activities are closely related to the project's activities funded through the All Children Reading-Asia award, and reporting on these activities is for information only. The project is assisting the MoEYS, its development partners, and nongovernmental organizations to develop a more harmonized approach to early grade reading. The project is helping to coordinate and support the development of a rigorous, practical, scalable, and inclusive intervention for Khmer language for upper-pre-school and grades 1 and 2. It is designed to directly fund implementation of the EGL program in at least two provinces, including Khmer language for upper-pre-school and grades 1 and 2. The project is also building MoEYS capacity to scale up the program, particularly the Khmer language component. Implementation progress for the quarter October-December 2019 is reported in the quarterly progress report. The report highlights accomplishments in three result areas: Result 1, Result 2, and Result 3. Result 1 focuses on the MoEYS having the tools to improve inclusive, evidence-based early grade literacy instruction. Result 2 aims to strengthen partnerships that promote collaboration, coordination, and synergies between partners supporting inclusive early grade learning. Result 3 focuses on the MoEYS being supported to develop and implement a plan for piloting and scaling up a coordinated and harmonized, inclusive, evidence-based MoEYS national EGL program that is feasible, practical, and scalable. The report also highlights changes in key personnel and reallocation of level of effort, as well as activity project management support. The report includes annexes that provide additional information on success stories, international travel plans, progress by indicator, and a timeline of activities. The report is submitted by RTI International, the activity lead, and is made possible by the support of the American People through the United States Agency for International Development (USAID).
