Abstract
The project is funded by USAID/Cambodia and aims to improve early grade learning outcomes in the country. The activity is led by Claire Wyatt, with subcontractors including World Education, Room to Read, Save the Children, and Krousar Thmey. The geographic focus of the project is Cambodia. The project builds on the work of the All Children Reading–Cambodia project, which was launched in 2017 to improve early grade reading skills in Cambodia. The initial funding for All Children Reading–Cambodia came through the larger All Children Reading–Asia contract managed by RTI International, awarded and overseen by USAID/Washington. In September 2018, additional resources were made available through the USAID/Cambodia–All Children Learning award to enable the MoEYS to implement the early grade learning program in additional schools and to build MoEYS capacity to scale up the program. The project activities draw from both funding sources and have the same overall goal to increase learning outcomes in the early grades. The project team is working closely with the MoEYS, its development partners, and nongovernmental organizations to develop a more harmonized approach to early grade learning. The project is focused on developing a national early grade learning program that is feasible, practical, and scalable. Implementation progress for the quarter January to March 2019 is reported in the quarterly progress report. The report highlights accomplishments in result areas, including the development of tools to improve inclusive, evidence-based early grade literacy instruction, strengthened partnerships to promote collaboration and coordination, and support for the MoEYS to develop and implement a plan for piloting and scaling up the early grade learning program. The report also provides information on operational activities, reports and deliverables, award modifications and amendments, and monitoring and evaluation updates. Annexes to the report include success stories, international travel plans, progress by indicator, a timeline of activities, and plans for early grade learning presented to the Joint Technical Working Group for Education. Key accomplishments for the quarter include the development of a national early grade learning program framework, the establishment of a national early grade learning program steering committee, and the conduct of a national early grade learning program baseline assessment. The project team also provided training and technical assistance to the MoEYS and its partners on early grade learning program development and implementation. The report highlights the importance of collaboration and coordination among stakeholders to achieve the project's goals. The project team is working closely with the MoEYS, its development partners, and nongovernmental organizations to ensure that the early grade learning program is developed and implemented in a way that is feasible, practical, and scalable. The project's geographic focus is Cambodia, with a specific emphasis on the development of a national early grade learning program that can be implemented in schools across the country.
