Abstract
The program focuses on incorporating renewable energy into planning, building an enabling environment for renewable energy policies and frameworks, and catalytic finance. The goal of the program is to accelerate the regional transition to a high-performing, low-emission power sector. The program aims to achieve this through three interconnected outcomes: high renewable energy scenarios included in energy planning, improved enabling systems for renewable energy deployment, and increased investment and deployment of grid-connected renewable energy projects. The program collaborates with diverse stakeholders, partners, and regional organizations in four Lower Mekong countries (Cambodia, Lao PDR, Thailand, and Vietnam) and shares lessons learned and best practices with additional ASEAN member countries (Philippines and Indonesia). The program's results to date indicate progress in several areas, including the improvement of management of natural capital and the mobilization of public and private sectors for low-emission development strategies. In terms of specific results, the program has achieved a 22% increase in the number of laws, policies, regulations, or regulations addressing clean energy proposed, adopted, or implemented as supported by USG assistance. Additionally, the program has mobilized $37.5 million in investment for clean energy as supported by USG assistance, representing a 44% increase from the previous year. However, the program has not yet achieved financial closure for any clean energy generation capacity supported by USG assistance. The program has also made progress in reducing greenhouse gas emissions, with an estimated 100,000 metric tons of CO2 equivalent reduced, sequestered, or avoided through clean energy supported by USG assistance. However, this represents a 0% increase from the previous year. Overall, the USAID Clean Power Asia initiative is working to promote a low-emission power sector in the region and to reduce greenhouse gas emissions. The program's results to date indicate progress in several areas, but there is still much work to be done to achieve its goals.
