Abstract
The program is designed to support the joint goals of the U.S. Government (USG) and the Government of Pakistan (GOP). EPP is structured into four interrelated sets of program activities: Component 1 - Monitoring and Support of Project Implementation, Component II - Advice and Support of Energy Sector Policy Reform, Component III - New Projects, Planning and Development, and Component IV - Power Transmission. Component 1 focuses on providing monitoring and implementation support for six signature energy projects announced by Secretary of State Hillary Clinton. These projects include the rehabilitation of three thermal power plants (Muzaffargarh, Guddu, and Jamshoro) and one hydropower plant (Tarbela Dam), as well as the completion of two new multipurpose dams (Gomal Zam Dam and Satpara Dam). As of March 2013, a total of 856 MW have been added to Pakistan's electricity grid, exceeding the target of 863 MW. Component II supports policy reform and provides advisory services at various government ministries, including the Ministry of Water and Power (MWP), Planning Commission (Energy Wing), Ministry of Finance (MOF), and Ministry of Petroleum and Natural Resources (MPNR). EPP is also conducting and preparing due diligence reports on new projects being considered for USG support, in order to provide detailed information on the projects and reduce USG risks. Component III focuses on conducting and preparing due diligence reports on new projects being considered for USG support. EPP is also providing technical expertise on the LNG import program and developing policies/procedures for the National Power Control Center. Component IV is focusing on strengthening the transmission network and on capacity building and institutional strengthening of power sector entities involved in transmission, namely, National Transmission and Distribution Company (NTDC) and distribution companies (DISCOs). EPP is also providing monitoring and implementation support for the rehabilitation of three thermal power plants (Muzaffargarh, Guddu, and Jamshoro) and one hydropower plant (Tarbela Dam). The six signature energy projects announced by Secretary of State Hillary Clinton include: - Tarbela Rehabilitation: $16.50 million in funding, with $13.95 million paid to GOP, and a target of 128 MW gains. - Jamshoro Rehabilitation: $19.33 million in funding, with $14.89 million paid to GOP, and a target of 150 MW gains. - Guddu Rehabilitation: $19.12 million in funding, with $15.51 million paid to GOP, and a target of 75 MW gains. - Muzaffargarh Rehabilitation: $15.78 million in funding, with $10.13 million paid to GOP, and a target of 475 MW gains. - Gomal Zam Multi-Purpose Dam: $45.00 million in funding, with $41.60 million paid to GOP, and a target of 17.4 MW gains. - Satpara Multi-Purpose Dam: $26.00 million in funding, with $21.49 million paid to GOP, and a target of 17.6 MW gains. As of March 2013, a total of $117.57 million has been processed, with $5.0 million processed in March 2013, and $0.33 million to be disbursed after the PIL Amendment. The estimated gains are up to 863 MW, with 856.8 MW already achieved.
