Grant is provided to the Centre for Law and Research International (CLARION), a Kenyan NGO, to implement, in collaboration with the Research and Civic Awareness Program (RECAP) of the International Commission of Jurists, a program of civic education, legal education, and legal research.

Abstract
The civic education component will use theater as a form of instruction. RECAP-CLARION will script two plays, one a satire on elections, the other on community issues such as HIV/AIDS issues, the status of women, tribalism, alcoholism, traditional culture, the economy, family planning, rural-urban migration, etc. The plays will be performed throughout Kenya, particularly before grassroots audiences, and will be published. Under the legal education component, RECAP-CLARION will conduct workshops to train 80 trainers from Kenya"s eight provinces in civic education, with a focus on constitutional/legal voter education. The trainers in turn will conduct civic education work at the provincial and district levels. RECAP-CLARION will also conduct provincial-based workshops to train at least 200 paralegals who can serve at the community level, and will establish paralegal support fund, which will benefit at least one already existing network and at least four resulting from the paralegal training. Finally, RECAP-CLARION will research and prepare at least two papers on constitutional, political, and legal issues pertinent to the 1997 elections, e.g., the law of succession, the transfer of power, opposition unity, and electoral misconduct.
