Abstract
The project is funded by the United States Agency for International Development (USAID) and is implemented in Vietnam, Cambodia, Indonesia, and the Philippines. The project's primary objective is to support the development of sustainable landscapes, including agriculture, forestry, and other land uses (AFOLU), while minimizing environmental impacts. The project's environmental mitigation and management plan (EMMP) outlines the potential environmental impacts and issues associated with the project's activities, as well as the mitigation measures and monitoring requirements. The EMMP is based on an initial environmental examination (IEE) approved by the USAID Bureau Environmental Officer, which identified potential environmental impacts and classified certain activities as Negative Determination with Conditions (NDwC). The EMMP categorizes project activities into three categories: Category 1, which includes activities with no environmental impact; Category 2, which includes activities with environmental impacts that can be mitigated through specific actions; and Category 3, which includes activities with significant environmental impacts that require a complete environmental assessment. The project will follow USAID's Sector-Specific Guidelines and other requirements for activities classified under Category 2. The EMMP outlines the roles and responsibilities of USAID Green Invest Asia staff for ensuring environmental compliance, including the development of annual work plans and performance management plans (PMPs) that incorporate environmental mitigation and monitoring activities. The EMMP also establishes a reporting schedule for responsible parties to monitor and report on environmental impacts and mitigation measures. The project's environmental compliance-related contractual requirements are guided by USAID's environmental regulations (22 CFR 216), which establish the conditions and procedures for environmental reviews of activities funded with Agency resources. The regulations classify actions/activities under three categories: Category 1, Category 2, and Category 3, based on their potential environmental impacts. The EMMP will be updated annually in consultation with the Contracting Officer Representative (COR) and will be coordinated with the Annual Work Plans and PMPs to ensure that environmental mitigation and monitoring are actively conducted. The EMMP will serve as a reference guide for project staff and partners implementing activities under the USAID Green Invest Asia project, and will help to ensure that the project's activities are conducted in an environmentally sustainable manner.
