Abstract
The project aims to strengthen tenure and resource rights, with a focus on community land rights formalization (CLRF). The LMA is part of the Strengthening Tenure and Resource Rights II (STARR II) IDIQ, with a contract number of 7200AA18D00022. During the first quarter (Q1) of the third year of the LMA, the implementation of the approved Year 3 Annual Work Plan (AWP) commenced. The project advanced CLRF at the community level, bringing together community members, local authorities, and other stakeholders to formalize community land rights. This process involves six steps, as outlined in Figure 1, which includes community self-identification, boundary harmonization, and the creation of a community land development and management committee. The LMA team conducted a series of activities to support CLRF, including community meetings, boundary walks, and the creation of community land-use plans. Table 1 provides an excerpt from the Community CLRF Tracker, which shows the progress made in Q1. The table indicates that 15 communities have completed the CLRF process, with 20 communities in progress. The LMA also conducted a series of coordination activities, as outlined in Table 5. These activities included meetings with the Liberia Land Authority (LLA), the Ministry of Justice (MOJ), and other stakeholders to discuss progress and challenges. The LMA team also conducted a series of monitoring and evaluation activities, including data validation sessions and progress tracking. The project made significant progress in Q1, with 15 communities completing the CLRF process and 20 communities in progress. The LMA team also conducted a series of coordination activities and monitoring and evaluation activities. The project's progress is reflected in the Community CLRF Tracker, which shows the number of communities that have completed the CLRF process and those that are in progress. The LMA's success is attributed to the strong partnership between the project team, community members, and local authorities. The project's focus on community land rights formalization has helped to strengthen tenure and resource rights, and has improved the lives of community members. The project's progress will continue to be monitored and evaluated, with a focus on ensuring that community land rights are formally recognized and protected. The LMA's Year 3 Annual Work Plan (AWP) outlines the project's objectives and activities for the upcoming year. The AWP focuses on community land rights formalization, with a specific emphasis on supporting communities to develop and implement their own land-use plans. The project will also continue to work with the LLA and other stakeholders to strengthen the land governance system in Liberia. The LMA's progress will continue to be monitored and evaluated, with a focus on ensuring that community land rights are formally recognized and protected. The project's success will depend on the continued support of community members, local authorities, and other stakeholders.
