Abstract
The project's four objectives are to support Liberian communities in obtaining deeds to their customary land, achieving improved use of customary land for sustainable and equitable economic benefit, and promoting the participation of women, youth, and other marginalized groups in communal land management. The LMA will also support the utilization of alternative dispute resolution (ADR) to resolve land disputes and grievances. The first year of the LMA will be critical for developing key approaches, laying the foundation for project successes, and establishing constructive relationships with land sector partners and stakeholders. ECODIT's draft Year 1 Annual Work Plan outlines the activities, milestones, and deliverables needed for successful project launch, mobilization, and implementation in the first year. These activities include holding a post-award conference and technical kick-off teleconference with USAID, onboarding and mobilizing key personnel, recruiting other staff, setting up financial and administrative systems, engaging subcontractors, and establishing a legal presence. The LMA will efficiently carry out all administrative and operational tasks associated with project launch, laying the foundation for effective programming. This includes holding a multi-stakeholder validation workshop to further refine activities and create buy-in. ECODIT will also prepare weekly bullet highlights on project progress, planned events, and pressing issues, and submit these to the Task Order Contracting Officer's Representative (TOCOR). The LMA Organizational Chart, presented in Figure 2, outlines the project's structure, while Table 2 presents the LMA's overall tentative LOE Chart over the life of the project. The LMA's Monitoring Evaluation and Learning (MEL) Plan will be established within 90 calendar days of contract effective date. Within 120 days, the project will develop a baseline to inform indicator targets, which will include an assessment of potential target communities and establish baseline and benchmark data that will inform the MEL Plan. The project will also conduct a community selection process to identify target communities for the project's activities. The LMA's activities will be guided by the selection criteria agreed upon with USAID, which includes factors such as community readiness, land tenure security, and potential for economic growth. The project will work closely with the Liberia Land Authority (LLA) and other stakeholders to ensure that the project's activities are aligned with the Government of Liberia's (GOL's) and USAID's priorities. The LMA's Year 1 Annual Work Plan outlines the project's activities, milestones, and deliverables for the first year. The plan includes tasks such as community outreach and engagement, land rights formalization, and capacity building for community land development and management committees (CLDMCs). The project will also establish a system for monitoring and evaluating project progress and outcomes. The LMA's Organizational Chart, presented in Figure 2, outlines the project's structure, including the roles and responsibilities of key personnel. The chart shows that the project will be led by a Chief of Party (COP), who will be responsible for overall project management and implementation. The project will also have a team of technical experts, including a land rights specialist, a community development specialist, and a monitoring and evaluation specialist. The LMA's LOE Chart, presented in Table 2, outlines the project's overall level of effort over the life of the project. The chart shows that the project will require a significant level of effort in the first year, with a gradual decrease in effort over the subsequent years. The chart also shows that the project will require a significant amount of funding, with a total budget of $X million over the life of the project.
