Abstract
The project is implemented by Dexis Consulting Group and is funded by the United States Agency for International Development (USAID) Kenya and East Africa (USAID/KEA). The MODS project takes a capacity building approach that applies learning cycle components, using methods such as needs assessments, Institutional Strengthening (IS) plans, and knowledge management to inform interventions. The MODS project is comprised of four business areas, including support of the Annual Program Statement (APS) process, institutional strengthening support to APS recipients, support for the Mission to implement the Memorandum of Understanding (MOU) between USAID/KEA and Prosper/Nawiri county governments for Journey to Self-Reliance (J2SR), and technical assistance to existing local Kenyan entities that partner with the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the Office of the U.S. Global AIDS Coordinator (OGAC). The project aims to improve transparency, accountability, and performance of local organizations and support the USAID/County collaborative framework development and implementation. In February 2021, the USAID MODS team provided support to the USAID County Liaison Teams (CLTs) in the process of LDO co-creation in 15 counties. The team held a consultation meeting with the USAID Kiambu CLT to discuss the progress of the LDO co-creation process and provided support to the CLT in the process of LDO co-creation. The team attended the CLT meetings on February 4 and 11, 2021, and presented the Context and Systems Analysis (CSA) and stakeholder mapping report to the CLT. The team also developed a detailed program for the LDO co-creation workshop, including a facilitator's guide, and held the first LDO co-creation workshop with the APS applicants and the County Government of Kiambu on February 16-18, 2021. The workshop outcomes included the selection of a Trust as the registration option for the LDO and the selection of an LDO Interim Committee. The MODS team also provided support to the USAID CLTs in the process of LDO co-creation in other counties, including Kiambu, and worked to address the capacity needs of local partners through provision of capacity building technical assistance. The project aims to contribute to the goals of USAID's Journey to Self-Reliance (J2SR) and improve the capacity of local organizations to implement effective and sustainable programs. The MODS project is expected to have a positive impact on the capacity of local organizations to implement effective and sustainable programs, improve transparency, accountability, and performance of local organizations, and support the USAID/County collaborative framework development and implementation. The project's success will depend on the effective implementation of the project's activities and the ability of the MODS team to address the capacity needs of local partners.
