The USAID Mission Organizational Development Support (MODS) project is a three-year initiative that provides organizational development and capacity building technical assistance to strengthen the role and capacity of local development organizations in Kenya.

Abstract
The project aims to foster ownership, locally led development, and implementation of sustainable development outcomes at the national, county, sub-county, and community levels. The MODS project is comprised of four business areas, including support of the Annual Program Statement (APS) process, institutional strengthening (IS) support to APS recipients, support to the Mission to implement the Memorandum of Understanding (MOU) between USAID/KEA and Prosper/Nawiri County Governments for the Journey to Self-Reliance (J2SR), and technical assistance to existing local Kenyan entities that partner with the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the Office of the U.S. Global AIDS Coordinator (OGAC). In Quarter Four (Q4) of 2021, the MODS project will focus on implementing activities under the four business areas. In the Support of the APS Process business area, the MODS team will conduct Board of Trustees (BoT) interviews, onboard successful BoT applicants, and induce the BoT and sign the Trust Deed document for the Kisumu Local Development Organization (LDO). The team will also lodge the Trust Deed with the Ministry of Lands. In the Institutional Strengthening (IS) Support to APS Recipients business area, the MODS team will provide capacity building technical assistance to APS recipients, addressing capacity needs identified by USAID/KEA through the proposal process and pre-award survey. The team will also conduct Organizational Capacity Assessments (OCAs) to identify areas for capacity building. In the Support to Prosper and Nawiri County MOU Implementation business area, the MODS team will support the USAID County Liaison Teams (CLTs), Prosper, and Nawiri Counties to implement the provisions of the MOUs through defining collaboration frameworks and developing and implementing sector technical annexes. In the Technical Assistance to Existing Local Partners of PEPFAR and the OGAC business area, the MODS team will provide capacity building technical assistance to existing local Kenyan entities that partner with PEPFAR and the OGAC, addressing capacity needs to implement effective and sustainable programs. The MODS project will also focus on monitoring, evaluation, and learning (MEL) activities, including conducting CSA and stakeholder mapping studies, and presenting reports to USAID CLTs and LDO Interim Committees. Additionally, the project will address cross-cutting issues and implement project management and administration activities. The MODS project is expected to contribute to the USAID's Journey to Self-Reliance (J2SR) goals by improving transparency, accountability, and performance of local organizations, and supporting the USAID/County collaborative framework development and implementation.
