This evaluation analyzes the contribution of the Alternative Development Project (ADP) towards the reduction in coca cultivation in Peru and the potential sustainability of its results.

Abstract
The evaluation also identifies the challenges that arose during the implementation of five prioritized activities: Peru Coffee Alliance, Peru Cacao Alliance, CR3CE Alliance, the Project for the Institutional Strengthening of DEVIDA (FID), and the Multiannual Institutional Strengthening Operative Plan (PORI). A mixed methods methodology was employed for the evaluation, combining qualitative and quantitative approaches complemented by geospatial analysis. The evaluation confirmed that illicit coca cultivation is a larger issue than the ADP alone can address, requiring the integration of alternative development, local development, interdiction, and eradication efforts for a comprehensive solution. Limited public and private sector presence in these areas, along with structural problems in the public sector, and an international context that incentivizes illicit coca cultivation have all challenged the effectiveness and sustainability of the intervention. During 2017-2023 the ADP contributed to increase incomes in target areas through the adoption of good farming practices, digital skills and access to internet connectivity, though results varied based on the scale of production and farmer"s membership in cooperatives. The ADP also enhanced women"s participation in alternative crop value chains and financial services. Based on findings and lessons learned, the evaluation provides recommendations to improve local development outcomes and facilitate sustainable transitions to licit livelihoods. These include, among others, strengthening coordination among the various actors of the National Anti-Drug Policy, as well as among central, regional, and local governments working in ADP areas; prioritizing basic management capacities of local governments; strengthening cooperatives and producer associations; adapting assistance strategies to the specific characteristics of each beneficiary farmer group; including new alternative crops, considering economic viability, environmental concerns, and community interest; and including gender and social inclusion sensitization strategies with all actors and intervention areas.
