Abstract
The campaign aimed to provide identity cards and birth certificates to nearly 40,000 people free of charge. The Est regional phase of the campaign resulted in over 9,500 residents receiving free ID documents, exceeding the initial target of 4,500 for this municipality. The campaign had a significant impact on the lives of the beneficiaries, particularly internally displaced persons (IDPs). Several IDPs stated that they could now travel freely, passing through security checkpoints without any issues. This freedom of movement allowed locals to gain access to new markets and conduct income-generating activities without hassle. IDPs who previously could not access aid programs due to lack of identity documents were finally able to apply for assistance. The ID card activities also benefited local officials, as they demonstrated that the government had not abandoned these communities. The campaigns in the Est, Nord, and Sahel regions permitted greater freedom of movement and increased populations' access to key state services, including the right to register and vote in local and national elections. Furthermore, ID card activities encouraged additional initiatives to provide key state services to local populations in high-risk areas, such as the rehabilitation of water points. The campaign's success was evident in the testimonies of the beneficiaries. An internally displaced woman expressed gratitude for the ID card, stating that it allowed her to move around and conduct her income-generating activities without hassle. Another IDP commended the mayor's office, stating that the ID card was a big relief for them, as it enabled them to access aid from the state or NGOs. An official emphasized that the ID card was a tool for the emancipation of all citizens. The Freedom to Move with National ID Campaign has had a lasting impact on the lives of the beneficiaries, particularly IDPs. The campaign has increased access to key state services, including the right to register and vote, and has encouraged additional initiatives to provide key state services to local populations in high-risk areas. The campaign's success demonstrates the importance of providing identity documents to marginalized communities, enabling them to exercise their rights and access essential services.
