Abstract
The project transforms Egypt's technical and vocational education and training (TVET) system and institutions to become market-driven and responsive to the demands of local and global labor markets. The project achieves this goal through three main objectives, with an emphasis on women and youth: 1) to transform the quality and market relevance of the TVET institutions and programs, 2) to strengthen private sector participation in workforce development, and 3) to improve the environment for skills development and employment. The project's implementation is driven by dynamic and robust partnerships with public and private sector entities, non-governmental organizations, international donors, relevant stakeholders, and other implementing contractors. These partnerships breed sustainable employment and a globally competitive Egyptian market, and they form an ecosystem in which Workforce Egypt can successfully implement its objectives and sustain its activities and interventions. The project's first objective focuses on transforming the quality and market relevance of the TVET institutions and programs. This objective is achieved through several results, including the development of a fully developed quality assurance and accreditation system that guarantees the quality of TVET institutions and programs. Additionally, the project aims to improve the skills of all TVET human resources to comply with new quality standards, upgrade TVET programs and institutions to produce market-driven skills, and improve the capacity of private sector-led institutions to set occupational standards and support effective work-based learning models. The project's second objective focuses on strengthening private sector participation in workforce development. This objective is achieved through several results, including the improvement of human resource strategies at the company level, the upgrading of skills and employability of current workforce, and the development of partnerships between the private sector and TVET institutions. The project's third objective focuses on improving the environment for skills development and employment. This objective is achieved through several results, including the identification and addressing of governorate-level labor market inefficiencies, the advocacy of selected national-level labor market reforms, and the development of a robust monitoring and evaluation system. Some of the project's highlights from the third quarter of the 2024 fiscal year include the official inauguration of Mountain View International Applied Technology School (IATS), which was attended by the U.S. Ambassador, Her Excellency (H.E.) Herro Mustafa Garg, and other high-profile guests. The project also approved 122 master trainers who completed Workforce Egypt's rigorous training, specializing in critical domains such as soft skills, pedagogy, leadership, and curricula development. The project's partnerships with public and private sector entities, non-governmental organizations, international donors, relevant stakeholders, and other implementing contractors are instrumental in sustaining the project's activities and interventions. These partnerships contextualize the design and implementation of the project's activities, assuring relevance and localization while adhering to international best practices.
