Abstract
PASCO was awarded on November 21, 2022, and is implemented in collaboration with the Zambia Medicines and Medical Supplies Agency (ZAMMSA) and the Zambian Ministry of Health (MOH). PASCO's objectives include improving the effectiveness and efficiency of the distribution and transportation system by responding to the needs of the Government of the Republic of Zambia (GRZ) through ZAMMSA. The project aims to strengthen the capacity for commodity distribution systems, ensuring safe, quality-assured, and lifesaving health commodities reach service delivery points (SDPs) on a routine basis. PASCO has made significant progress in achieving its objectives. The project has conducted 2,196 deliveries of medical supplies and life-saving medicines to 1,060 SDPs, exceeding its annual target by 14 percent. The deliveries met on-time and in-full Key Performance Indicators (KPIs), averaging 98 percent, with no discrepancies recorded. PASCO has also demonstrated high performance in the distribution of life-saving medicines to SDPs in Zambia, ensuring accurate distribution data is shared with the Zambia Monitoring, Evaluation, and Learning Platform (ZMELP) for third-party performance monitoring. Logistics and Distribution Management is a key area of focus for PASCO. The project has received a high-level visit from the USAID Deputy Director at ZAMMSA's Luanshya Hub, showcasing PASCO's distribution efforts in collaboration with private sector 3PL providers. This visit provided officials with firsthand experience of PASCO's last-mile delivery of medical supplies and medicines to public health facilities and clients, resulting in improved health outcomes. Commodity Security & Risk Management is another critical area of focus for PASCO. The project has developed an incident management system for commodity security and risk management, addressing issues such as late 3PL vehicle delivery due to vendor management. PASCO has also participated in USAID-Roadshows in Ndola and Kasama to promote private sector engagement in development and expand local 3PL service providers. PASCO has collaborated with the Truckers Association of Zambia (TAZ) to provide valuable insights for truckers considering 3PL work. The project has also participated in stakeholder events, including HIV and hem quantification workshops and the launch of prefabricated storage units at Kafue Hospital. PASCO has highlighted the role of private sector 3PL in promoting resilient supply chains at the Pharmaceutical Society of Zambia's scientific research conference. The USAID/Zambia PASCO Activity has a significant impact on Zambia's national health supply chain. By strengthening the capacity for commodity distribution systems, PASCO aims to ensure safe, quality-assured, and lifesaving health commodities reach service delivery points on a routine basis. The project's objectives include improving the effectiveness and efficiency of the distribution and transportation system, identifying technical assistance and management assistance, and strengthening the capacity of ZAMMSA and the MOH. PASCO has made significant progress in achieving its objectives, with notable achievements in logistics and distribution management, commodity security and risk management, and private sector engagement. The project has demonstrated high performance in the distribution of life-saving medicines to SDPs in Zambia, ensuring accurate distribution data is shared with ZMELP for third-party performance monitoring.
