Summarizes mid-term evaluation (PD-ABA-180) of a project to strengthen the University of the West Indies" (UWI) Department of Management Studies through staff and program development and the introduction of new organizational structures.

Abstract
External evaluation covered the period 9/87-10/89. The project is generally on target and proceeding apace. By the end of Phase I, nine new staff will have received Master"s degrees from Pennsylvania State University (PSU), while two other staff members have gone to PSU for short-term training and eight for consultations. The project must now focus on assimilating the new staff members. Remarkable progress has been made in development of UWI"s Executive MBA program, but work has been slow in upgrading B.S., Certificate, and Diploma programs and in the areas of research and internships. The Institute of Business has been approved and must immediately concern itself with research, consultancies, and internships. Library construction is completed and 70% of computer equipment has been procured and is operational. While the library list is complete, materials will not be purchased until obligation of FY89 funds. Dialogue between the project and the business community is frequent and meaningful. The project is well regarded in the community, and firms have demonstrated willingness to contribute human and financial resources to project activities. Within UWI itself, support for the project is generally positive, but a sense of alienation still exists among some staff members. In fact, the major lesson of this project to date is that organizational change within a regional institution such as UWI will involve some delays and some reservations on the part of traditional decisionmakers. The project design should have paid more attention to institutional development.
