Summarizes final evaluation (XD-ABA-840-A) of efforts made under the Urban Sector Technical Assistance Project to strengthen the capacity of the Building Department of Jamaica"s College of Arts, Science, and Technology (CAST) to train technicians, paraprofessionals, and professionals in the construction industry.

Abstract
The evaluation covered the period FY85-1/90. CAST made good use of project resources, particularly in the following areas: curriculum development using foreign and local consultants; building programs to expand classroom and special purpose space; in-service training programs; acquisition and use of equipment; staff development training programs (particularly long-term training); and scholarships for awards and courses of study at CAST. The institution has a clear vision, and its high quality staff, equipment, and operational strategies provide tremendous potential to earn additional revenue from outside sources. On the negative side, CAST still has serious problems in staff recruitment and retention, which constrain its ability to conduct research and development. CAST also lacks adequate space and modern equipment and needs to provide greater student support and expand outreach to students outside metropolitan Kingston. Not all activities proposed by donors and administration are perceived as in the interest of the staff and council. Project planning could benefit from wider participation of CAST personnel.
