Abstract
Although it has provided information on the number, salaries, and qualifications of the staff for a VMT center and has declared that it will provide all monies to staff, operate, and maintain the center, the CTA has shown a general lack of interest in training skilled workers. Information solicited from CTA was either not provided or was repeatedly delayed and then presented in cursory fashion and in Arabic, requiring translation. Moreover, CTA training planners seem more interested in obtaining equipment from USAID/E or in sending men for U.S. training; job descriptions for center staffers are lacking; and existing CTA maintenance workshop areas are in disarray. Accordingly, it is recommended that the project not be funded. The VMT center, now being built, will be used both for training activities and for actual maintenance work. It would require close monitoring by USAID/E to ensure focus on the former rather than the latter.
