VOCATIONAL TRAINING IN THE PUEBLOS JOVENES - OPG

FYA, an indigenous private voluntary organization, will provide 10,500 underprivileged youths and adults of both sexes with manual skills training. FYA will develop 30 workshops at 10 of its 23 centers in the cities of Lima, Cuzco, Cajamarca, and Piura. During the project"s first year, 10 workshops will be conducted in the areas of carpentry, metalwork, electricity, sewing, and typing. Then 20 additional workshops will be conducted, ten in the second and ten in the third project years, in areas to be determined in three surveys: (1) a follow-up survey of previous FYA trainees regarding their utilization of FYA training, its impact upon their employment status, and their economic well-being relative to comparable but untrained groups; (2) a poll of pueblo jovene residents concerning their perceptions of their training needs; and (3) an assessment of current job opportunities. Each workshop class will consist of 25 students who will receive an average of five training hours a week. Each workshop will operate two shifts for a total of 14 hours per day, five days a week, and will thus handle a total of 350 students per week, 100 of which will be adults attending night classes. Approximately 200 adults will be enrolled in an intensive year-long program at each of the 10 centers. High school youths aged 14-19 years will receive job-related training in a 3-year program. Workshop administration will be the responsibility of each center"s director. To minimize costs, FYA will use and, if need be, modify their existing facilities. New construction is anticipated in a few instances. Construction will be done during the summer vacation, so as not to delay project training. The Ministry of Education and FYA will provide the 70 instructors needed for the project. Pueblo jovene community groups will support the project by providing materials for construction and for workshop use by the students.
