Abstract
480 Title II food aid program being implemented through central and diocesan-level Caritas offices in poor rural and urban communities in Peru"s coastal and mountain regions. The project will enable Caritas to assume full, independent responsibility for the program in 1991, when CRS ceases to be the cooperating sponsor. CRS will help Caritas develop project management, commodity distribution, and financial management capabilities through the hiring of qualified technical and administrative staff, the provision of TA and financial and material support, and the organization of seminars and other training events. Among the specific areas to be upgraded include: beneficiary targeting; planning of maternal/child health care, agricultural production, animal husbandry, and income-generation projects to be supported under the program; project monitoring and supervision; commodity tracking; budgeting; and recordkeeping.
