Abstract
The manual outlines the procedures for efficient management of warehouses, ensuring that high-quality, safe, and effective health commodities are delivered to patients in a timely manner. The manual is designed to standardize warehouse operations across all DOH warehouses at the regional and national levels. The manual is divided into several sections, including sections on emergency response, pharmaceutical waste management, and reverse logistics. These sections aim to mitigate climate risks by reducing pharmaceutical waste and promoting proper treatment and disposal of hazardous waste. The inclusion of these sections is a significant step towards institutionalizing sustainable supply chain practices within the DOH. The Warehouse Operations Manual is also designed to support the implementation of the electronic logistics management information system (eLMIS) in DOH warehouses. The eLMIS is a critical component of the DOH's efforts to modernize its logistics and supply chain management. The manual provides a framework for the implementation of the eLMIS, ensuring that all DOH warehouses are equipped to manage and track the movement of health commodities efficiently. The Executive Committee (ExeCom) of the DOH approved the updated Warehouse Operations Manual on July 27, 2021. A Department Memorandum, entitled "Adoption and Implementation of Warehouse Operations Manual (WOM)," was drafted to facilitate the adoption and implementation of the manual. The memorandum will be disseminated to all Centers for Health Development (CHD) and relevant DOH attached agencies, ensuring that all stakeholders are aware of the manual's contents and procedures. The Warehouse Operations Manual is a critical tool for the DOH in ensuring the efficient management of warehouses and the delivery of high-quality health commodities to patients. The manual's inclusion of sections on emergency response, pharmaceutical waste management, and reverse logistics is a significant step towards mitigating climate risks and promoting sustainable supply chain practices. The manual's approval by the ExeCom and the drafting of the Department Memorandum will facilitate its adoption and implementation across all DOH warehouses. The implementation of the Warehouse Operations Manual will have a positive impact on the DOH's logistics and supply chain management. The manual's standardization of warehouse operations will ensure that all DOH warehouses are equipped to manage and track the movement of health commodities efficiently. The inclusion of the eLMIS will also enable the DOH to modernize its logistics and supply chain management, ensuring that health commodities are delivered to patients in a timely and efficient manner. The Warehouse Operations Manual is a critical component of the DOH's efforts to improve the efficiency and effectiveness of its logistics and supply chain management. The manual's standardization of warehouse operations and inclusion of sections on emergency response, pharmaceutical waste management, and reverse logistics will have a positive impact on the DOH's ability to deliver high-quality health commodities to patients in a timely manner.
