Abstract
PES covers the period 10/81-10/83 and consists of a facesheet attached to a special evaluation (XD-AAP-854-A). Action decisions regarding WARDA funding and administration are, inter alia, to: (1) obtain contributions from all WARDA member states; (2) reorganize WARDA"s organizational structure, reduce its main office administrative staff, and combine its research and development departments; (3) establish an integrated program planning budgeting/monitoring review cycle and a modern program and performance budget system and provide research stations, the Fendall training center, and the Technology Assessment and Transfer (TAT) component with adequate cash flow; (4) have USAID pay research station Directors" salaries and related costs; and (5) extend the project 1 year. Action decisions regarding research are, inter alia, to: (1) establish the position of irrigation engineer and abolish that of deputy director, provide an adequate pumping capacity, develop topographic maps of research plots, contract for precision land leveling, secure the station"s perimeter, and allow for proper temperature/humidity control in the seed storage facility (Mopti station); (2) develop solutions to water/electrical problems and begin building staff housing (Rokupr station); and (3) institute a system to reward professionals" performance, establish deepwater floating rice trials in Sierra Leone, and implement all research suggestions made in the mid-term evaluation (both stations). Action decisions regarding TAT are, inter alia, to: (1) have extensionists keep current with research progress; (2) assure adequate seed production for new varieties; (3) interface with national extension programs; (4) increase upland rice trials; (5) reduce the size and increase the number of TAT trials. Action decisions regarding the training center are, inter alia, to: (1) hire a second translator; (2) study/survey member state training needs, the location/occupation of training center graduates; and (3) complete construction of center facilities.
