Abstract
The activity is led by Numark Associates, Inc. and has a contract period from August 12, 2020 to August 12, 2025. The activity is focused on three main objectives: improving energy sector planning, strengthening the energy sector policy, legal, and regulatory environment, and improving the performance of the state-owned electric utility. To achieve these objectives, the activity will implement a range of activities, including supporting improvement in hydroelectric reservoir management, strengthening capacity in power system planning and renewable energy integration, developing inspection manuals and checklists for the construction, commissioning, and operations stages of substations and transmission lines, and improving capacity to conduct site inspections of substations and transmission lines. The activity will also focus on cross-cutting activities, including strengthening planning and coordination among ministries, private sector, and donors, supporting the Lao Women-in-Energy Scholarship and Professional Development Program, and providing English language training for energy professionals. Additionally, the activity will engage in international counterpart engagement and provide technical analyses of issues affecting the Lao energy sector. The activity will be implemented in Laos, with a focus on improving energy security and promoting sustainable energy development. The activity will be led by a team of experts, including Numark Associates, Inc. and its subcontractors, Crown Agents – USA and Energy and Security Group. The activity will be monitored and evaluated through a range of mechanisms, including activity monitoring, evaluation, and learning plans, data quality assessments, and sustainability measures. The activity will also engage in risk management and mitigation strategies to ensure successful implementation. The activity has a range of deliverables, including reports, studies, and training programs, which will be provided to the Government of Laos and other stakeholders. The activity will also engage in international conferences and workshops to share knowledge and best practices in energy security and sustainable energy development. The activity has a budget of $X, which will be used to support the implementation of the activity's objectives and deliverables. The activity will also engage in procurement and contracting processes to acquire goods and services necessary for implementation. The activity will be led by a Chief of Party, who will be responsible for overall management and implementation of the activity. The activity will also engage a range of staff and consultants, including activity leads, technical advisors, and support staff. The activity will have a range of sustainability measures in place to ensure that the benefits of the activity are sustained beyond the contract period. These measures will include capacity building, institutional strengthening, and policy development. The activity will also engage in risk management and mitigation strategies to ensure successful implementation. These strategies will include identifying and assessing risks, developing mitigation plans, and implementing risk management measures.
