Abstract
The initiative aimed to establish a functional Executive Bureau, operationalize the MAF, and support the implementation of priority actions. The Executive Bureau was launched in December 2013, and the core team was established, with staff working from a newly refurbished office. The team's work program was designed to focus on several key areas, including collecting information on MAF projects, identifying gaps in funding and approvals, and conducting a rapid assessment of main project management units facing challenges in preparation and implementation of MAF projects. The team's work program was structured around three main themes: project management, policy reforms, and monitoring and evaluation. The project management team was responsible for collecting information on MAF projects, identifying gaps in funding and approvals, and conducting a rapid assessment of main project management units facing challenges in preparation and implementation of MAF projects. The policy team was responsible for developing a work plan for policy reforms, focusing on main themes such as growth and employment, governance and sector reforms, and private sector development. The monitoring and evaluation team was assigned to become acquainted with MAF projects, familiarize themselves with project management units, and participate in the performance assessment of PMUs. The team also introduced the Executive Bureau's work program to various government agencies, including the Ministry of Planning and International Cooperation, the Central Agency for Public Administration, and other departments. The team planned to meet with all MOPIC, Ministry of Finance, and other ministerial departments to present the work program and agree on coordination mechanisms. The team's efforts were facilitated by the support of the World Bank, which provided strategic insights and provided operational help. The team's work was also supported by the GCC Ambassador and his team, who provided valuable assistance in setting up the Executive Bureau.
