Loan and technical assistance are provided to the Government of Zaire (GOZ) to improve airport efficiency and safety to expand the domestic civil air transport system.

Abstract
United States Federal Aviation Administration (FAA) advisors will assist the GOZ to bring into operation the recently established, semi-autonomous Regie des Voies Aeriennes (Regie), which is responsible for air transport policy and planning. The FAA will assist in the selection and training of Regie personnel and in establishing a program to rehabilite and expand existing aviation facilities. The FAA will also assist Regie in identifying priority investments in aviation infrastructure and equipment within the context of an overall transport sector plan. In addition, the FAA will assist Regie in conducting evaluation studies of the potential of and requirements for expanded air transport services. The project will provide participant training aids designed to make existing training facilities in Zaire more practical. Spare parts will also be provided to ensure that U.S. equipment presently in Zaire will be operable. A local laboratory training facility will be established in Kinshasha to provide training in basic electronics and electronic generator and diesel engine repair. Nine teletype operators, 26 diesel engine mechanics, 26 electricians, 37 air traffic controllers, and nine Regie technicians will be trained. The project will be implemented by Regie.
