It provides practical guidance on preventing and responding to mass atrocities, including recognizing and communicating information about atrocities, preventing risks and bolstering resilience, responding to limit consequences, and supporting recovery. The guide is based on USAID's commitment to preventing mass atrocities, which is part of the U.S. government's policy on mass atrocity prevention. It includes an executive summary, introduction, and chapters on key concepts, reporting atrocity-related information, prevention, response, and recovery, as well as annexes on program options and additional resources.
