Abstract
The tool provides an analytical framework to identify key human rights issues and entry points for human rights programming. It consists of six steps: reviewing a state's performance in protecting human rights, verifying a state's obligations under international law, mapping relevant domestic laws and policies, assessing the capacity and credibility of national human rights institutions, reviewing the roles of other state institutions impacting human rights, and identifying human rights defenders and other non-state actors focused on human rights issues. The document also provides background information and resources on human rights reporting mechanisms, including international and regional reporting mechanisms, national-level state reporting, and non-governmental organization reporting.
