USAID Human Rights Landscape Analysis Tool

It provides a step-by-step framework for identifying key human rights issues and entry points in a country, with the goal of informing USAID's country strategy and project design. The tool consists of six steps: reviewing a state's performance in protecting human rights, verifying a state's obligations under international law, mapping relevant domestic laws and policies, assessing the capacity and credibility of national human rights institutions, reviewing the roles of other state institutions, and identifying human rights defenders and other non-state actors focused on the issues of concern.
