Abstract

The assessment was conducted as part of the Strengthening Urban Resilience for Growth with Equity (SURGE) Project, which aims to promote inclusive growth in these cities. The report provides an evaluation of the regulatory framework, institutional capacity, investment climate, and public-private dialogue in each city, and identifies strengths and weaknesses in these areas. It also provides recommendations for improving the business enabling environment in each city.
