Abstract
It is a comprehensive guide for local governments to assess their capacity to implement an integrated solid waste management (SWM) system, including 3Rs (reduce, reuse, recycle). The guide provides an overview of the SCIL tool, its purpose, structure, and application, as well as instructions for conducting the assessment. The SCIL is designed to help local governments identify gaps in their capacity and prioritize interventions to improve their SWM systems.
