Abstract
The guide provides instructions and context for conducting a self-assessment of a local government's capacity to implement and sustain a solid waste management system that includes the 3Rs (reduce, reuse, recycle). The SCIL is designed to help local governments identify gaps in their capacity and prioritize interventions to improve their solid waste management systems. The guide includes an introduction to the SCIL, its purpose and value, intended uses and limitations, and instructions for conducting the assessment.
