Subnational Domestic Resource Mobilization Report

It explores the main sources of subnational revenue, including intergovernmental transfers, own-source revenue, and subnational borrowing. The report also discusses how subnational DRM can support improved service delivery, common barriers to improved subnational resource mobilization, and the relationship between the local private sector and subnational DRM. Additionally, it provides strategic guidance for donor-supported subnational DRM efforts and includes two appendices: a table showing the composition of subnational revenue by country and guidance for assessing practical considerations for subnational DRM program design.
