Measuring and Assessing Capacity: A Landscape Review

It explores the concept of capacity development, its measurement, and assessment in the context of maternal, newborn, and child health services. The review aims to support MOMENTUM partners in introducing, delivering, scaling up, and sustaining high-quality health services through sound capacity measurement. The document discusses the limitations of current capacity measurement tools, presents a conceptual framework for capacity development, and highlights the importance of resilience, social capital, and performance improvement. It also provides a five-step methodology for generating indicators to measure capacity development and presents three potential indicators for further development.
