Abstract
The framework consists of five components: Theory of Change, Learning Agenda, Measurement, Analysis and Synthesis, and Dissemination and Data Use. It provides a harmonized approach to collecting and compiling data, generating evidence, and synthesizing learning across MOMENTUM awards to achieve four results: scaled-up access to high-quality health services, improved local capacity, increased adaptive learning, and innovative collaboration between sectors.
