The document is the MOMENTUM Monitoring, Evaluation, and Learning (MEL) Framework, which outlines the approach to measuring progress and achieving the vision of the MOMENTUM suite of awards.
2022

Abstract
The framework is organized into five components: theory of change, learning agenda, measurement, analysis and synthesis, and dissemination and data use. It aims to provide a harmonized approach to collecting and compiling data, generating evidence, and synthesizing learning across all MOMENTUM awards. The framework is designed to support the achievement of four results: scaled-up and sustained access to high-quality maternal, newborn, and child health and nutrition services, improved local capacity, increased adaptive learning, and innovative collaboration between sectors.
